How to deal with excessive fan noise and overheating in a laptop with upgraded hardware?

I have an EVO 16-S laptop from Origin that was recently repaired and upgraded with a new CPU (I9-13900HX) and GPU (RTX 4090). However, since then, I have noticed that the laptop gets very hot and the fans run at full speed whenever I play games, even on low settings. The cooling pad I use does not seem to make any difference. The fan noise is annoying and I am worried about the long-term effects on the laptop's performance and durability.

I did not have this problem with the original CPU (Ryzen 7 6800H) and GPU (Radeon RX6650XT) that came with the laptop. I played various games for a year without the fans going into overdrive. I wonder if the new hardware is too powerful for the laptop's cooling system or if there is something wrong with the installation.

I do not want to send the laptop back to Origin as it took them two months to fix it the first time. I am considering taking it to a local repair shop, but I am not sure if that is necessary or worth the cost. I would like to get some expert opinions on what is causing the overheating and fan noise, and what I can do to solve or mitigate it. I want to enjoy the benefits of having high-end hardware in my laptop without compromising its functionality or lifespan.
